This seems to be the source of the problem:

~ $ dpkg-query -W -f='${Conffiles} ${Version}\n' fuse|grep obsolete

I think the problem here comes from the sysv-rc package's assumption that
files marked obsolete must come from packages which have been deleted
but not purged.  This assumption is clearly incorrect, and I recommend
changing it.
