Please use the recommended tool ftpsync:

Without appropriate rsync calls, the mirror is guaranteed to be broken from
users POV during updates.

ftpsync should be used for /debian/ (ftpsync.conf) and /debian-backports
(ftpsync-backports.conf).

By outbound you mean traffic outside South Africa, or outside the university ?
