I wasn't aware of the requirement to put such information in the NEWS file, actually I wasn't even aware of the requirement to create such file in the first place. Since this is published in Debian Policy which is aimed at maintainers and developers, the end user won't have the first clue about it, unless (s)he reads the aforementioned policy which, at least now, is not a prerequisite to use Debian ;^) Some packages use debconf to display such information.
