Which is the same bug I think.

It's just that the fix is in the third release of 4.0.3 (yes, you read
that right).

Good idea.  Could you also ask them to script somehow that the
migration/setup/install for 4.0.4 flushes the fscache table.  That's rather
hard to do from the outside given the different types of databases that
we allow (and custom table names/prefix and what not).
