I'm not expert on id3 libraries but it looks like libid3-3.8.3c2a is pretty much unmaintained (unacknowledged patches for 7+ years) whilst http://packages.debian.org/sid/libid3tag0 claims " full support for reading ID3v1, ID3v1.1, ID3v2.2, ID3v2.3, and ID3v2.4 tags, as well as support for writing ID3v1, ID3v1.1, and ID3v2.4 tags."
