Utter stupidity in racoon-tool makes everyone wait 25s on every racoon
shutdown.  This can be quite catasthropic if the machine is being shutdown
in a hurry due to imminent power failure for example.

The fucking thing should kill -15, sleep at most 1s, kill -0 to see if it is
still there, and repeat it at most 25 times, then kill -9 it and go right
ahead.

It *definately* should not kill -15 then sleep 25 then kill -9 like it is
doing now.
