If I add
foo--bar--baz

to /etc/sgml/catalog, vim highlights "--bar--" as if it was was a comment. But in fact, the specification[0] reads:

the string "--" is recognized as the start of a comment if and only if this string constitutes the first two (or only) characters of a token
