It appears that the buildds are running binary-arch before binary-indep, while locally (and previously on the buildds) binary-indep runs first. Binary-arch runs dh_installdocs which tries and fails to install faq.html because it has not yet been created. I'll move the faq stuff into binary-arch (and get rid of it upstream soon).
