Well, based upon the last source package, you fix known bugs and improve the packaging. When you have a good release ready, you can ask on the debian-mentors lists for reviews and a sponsor to upload your package to the archive. In theory your next step would then be to ask the release team for a freeze exception, providing them with a diff between the old version and the new one. However, they might not accept the introduction of new packages into the release at that point.
