What is the problem? apt-cacher is a PACKAGE cache server, not a proxy
for random HTTP access to bugs.debian.org.

Further, I wonder what apt-listbugs is doing there... accessing packages
as servers? I don't think this is indended behaviour, something is buggy
there.
