debconf-2.0 is not an alternative to debhelper. It is an alternative to
debconf only.

The bug #332117 asked you to add debconf-2.0 as an alternative to
debconf in the Depends line, and not to add debconf-2.0 as an
alternative to debhelper in the Build-Depends line.
