So, I still think this is worth documenting in
<http://bugs.debian.org/release-critical/>, to give the rising red line
some historical context.

Maybe a new paragraph?

        The definition of "total number of release-critical bugs" has
        changed over time.  That number did not include bugs that are
        only in stable until late 2007.
