I have the same problem, also with xfce.

In my case, the hibernate command (version 2.0+15+g88d54a8-1), unloads/reloads ehci_hcd on suspend/resume, which is what my keyboard is attached to.

In /etc/hibernate/blacklisted-modules it says
ehci_hcd 2.6.0 2.6.14

Even though I use a newer kernel (3.2.0-3-amd64), it still does this.
After commenting out this line, the keyboard autorepeat settings are preserved after suspend/resume.

The autorepeat settings are still lost when hot unplugging/replugging the keyboard, which IMO, in that case, should be reapplied by xfce or other. But that is a matter of opinion.

I assume (at least in my case) it is also a bug in hibernate, which maybe can't parse the new Linux 3.x version format. But I leave it to someone else to judge that.
