SysVinit is still the default in debian ATM. You can install both the
service files and the sysvinit scripts, if they have the same names the 
sysVinit one will be blacklisted automatically by systemd. If they
don't I guess you will have to ask systemd maintainers to explicitly
blacklist them.

If you are planning to include them in your next upload, maybe ask the
RT if the will grant you a freeze exception for this.
