I would *very* much prefer if we could work on these questions now. The whole review process is fairly long as we need time for review, last chance for comments, maintainer's approval of rewrites, call for translations, etc. So doing this twice is possible but quite painful (remember that your package is not the only one in the process....at some moments, I can have up to 5 or 6 packages going through this process). How about already adding the templates now even if you don't have the code to handle them?
