While reviewing this bug report (which still bothers me), I discovered a misunderstanding not being adressed.

I believe this comment indicate that umounting /usr/ should only be needed during shutdown, and that no process should keep the file system occupied at this point. That part has already been adressed. But there is another time when /usr/ need to be umounted, and that is when using LVM and the need to resize the filesystem on /usr/ is present. Then I need to take the machine down into single user mode, umount /usr/ and resize the file system before taking the machine back up.
