It used to be true that the release managers only allowed security fixes into stable, but in recent years they have allowed important bug fixes in too. I am not sure if this fix would make it, as it represent a change in dblatex behaviour and output, but just wanted to make sure you were aware that also some bug fixes are allowed into stable these days.
