Thanks for the report.
Works fine here in the default configuration. The command 'dialplan
reload' is provided by the module pbx_config.so which is used for
reading the dialplan from extensions.conf . Have you disabled it or
generally disabled automatic module loading.
Please run (in the asterisk CLI) 'module load pbx_config.so' and
re-test.
