I *almost* made the same mistake again and downloaded the attachment from the BTS with wget, which seems to recode everything in ISO 8859-1 without changing the declared charset. I figured out what had gone wrong just in time and used the attachment from the mail message instead, which seems to be correct and consistently in UTF-8. Building now, will upload and request an unblock momentarily. There's definitely something weird going on with the BTS charset behavior via the web interface.
