Yes, I am sorry I mixed up the file names.
(B) Removing the symlink is documented and not honored.
It's another symlink than the one you changed. Compare "70-yes-bitmaps.conf" vs. "30-debconf-no-bitmaps.conf".
But in the end, it's documented what fontconfig expects from its users in order to change this setting and explicit instructions are given. You tried to solve it differently and it failed on you.
