I believe it being mentioned a while back that this was a limitation of VLC.. I filed a bug against VLC and they simply said that you had to use a UTF-8 locale and closed it. VLC team basically said they weren't going to deal with the old non-UTF locales anymore.
Try switching to a UTF-8 or UTF-16 locale and try again. Or perhaps try the GSTEAMER backend?
