I'd imagine that Control: close -1 $version would work, although I think Version: $stable Control: fixed -1 $unstablever seems clearer. (My re-closing was partly a reaction to your re-opening and suggesting that the original closing was wrong; there's nothing inherently wrong in starting from the position of adding a fixed version.)
