it doesn't. it'a not depends. that aptitude does pull in recommends in is
another story but *shrugs*. I guess I can change it to Suggests:

No. Because only utf8 breaks with older perls. If you use a "normal"
charset it works. So it's not a strict dependency. It was
woody-compatibility stuff anyway so I guess I can remove that, too...
