bridge-utils calls ifconfig in /etc/network/if-pre-up.d/bridge and /etc/network/if-post-down.d/bridge but does not depend on net-tools which supplies ifconfig. net-tools is Priority: important and not Priority: essential, so I think that dependencies must be explicitly declared here. I've looked at policy section 3.5 to determine this - it states that packages need not depend on essential packages, but there is nothing about important packages there, so it is implied that it does.
