I'm not convinced about this. Any XML or general text editor can be used to edit captions. I've certainly never needed anything except vi so far. ;-) Furthermore, bins-edit-gui isn't really maintained anymore (e.g. it's still GTK1 intead of GTK2) so I'd rather not see it as a major component.
