tmux 1.7 is now in experimental, it has the aforementioned change to disable the automatic-rename timer if the feature is off.
It still wakes up every second because of the main "heartbeat" timer which updates the clock, fires up idle callbacks, checks if the server needs to be locked, etc. Removing this timer will probably never be possible, so I'd like to close this bug. Waking up every 1000ms is probably not very noticeable on the overall power consumption of your system...
