The config.inc.php in /usr/share/phpmyadmin contains the lines:
// Load secret generated on postinst
include('/var/lib/phpmyadmin/blowfish_secret.inc.php');
Does it with you? And does the file that's mentioned there exist and does
it have a blowfish secret?
