Can't reproduce the problem. Bluetooth works fine here.
Can you attach the output of
systemctl status bluetooth.service
after the boot?

After the boot, that command says that bluetooth.service is loaded but disabled, and inactive dead... and indeed, I have to "service bluetooth start" by hand.
