Sorry for not replying to your bug report earlier.  As you may or may
not know, Debian is already in freeze for the upcoming Wheezy release,
and ICU 50 is already out, but we can't upgrade to it for Wheezy.  If
you believe this issue is important enough that Wheezy should not
release with this bug, then please upgrade the severity of the bug to
make it release critical, or express this view in your reply, and I will
upgrade it.  Then I will investigate what changed between ICU 44, 48,
and 49 to break and fix this problem and see if I can backport and get a
release freeze exception.

If you can provide step-by-step instructions for reproducing the
problem, such as code that you can compile and link with different
versions of ICU that generates different results, along with an
indication of what results you expect, it will significantly increase
the odds that this will get fixed.  If you could offer an actual fix to
ICU, that would be better still, but just providing details on how to
reproduce the problem would be a great start.  I've never used php-intl
and don't know anything about it, but I'm guessing you should be able to
provide a php script that can be run from the command-line to illustrate
the problem.  Thanks.
