This bug was originally reported in Ubuntu: https://bugs.launchpad.net/ubuntu/+source/mysql-5.5/+bug/1062716 Basically, the debian-sys-maint user, which is inserted via raw INSERT, is missing a new privilege for 5.5. This causes problems for those who rely on the user to be able to create users and do other things.
