I got notification from the PTS on this bug and I've had some discussion
with Gregor Herrmann about it.

Further down the same page linked to above states "It is not currently
planned to require transition from /var/run and /var/lock for Wheezy.",
so AFAICT this won't cause mumble-server not to be shipped with Wheezy.

Note that making the transition from /var/run to /run requires adding a
versioned initscripts dependency.  For more on that, see:

Also concerning Wheezy, mumble-server 1.2.3-349-g315b5f5-2.1 has already
transitioned to it, so things should be okay there AFAIK.
