I'm running wheezy and it doesn't work for me, though I can't reproduce the 
OP's instructions:

Once I do Alt+F2 and type Dolphin, I see Dolphin/File Manager item but I see no 
"wrench" and no "Run Dolphin" thingies and I can't find a way to run apps (for 
example, Dolphin) as root from Alt+F2 either. How did you do it?
