FWIW, you do not need to use purely debhelper. For cases where it does not support what you wisht to do, you can still fall back to good old mv/cp. Building on dh_* is fine, but one does not need to be constrained by its limitations, there's nothing wrong with adding a cp/mv line to d/rules.
