That is exactly correct. Last night, I installed libgd2-xpm:amd64 which replaces/removes libgd2-noxpm:amd64, before doing anything else. This leaves the 64-bit nginx packages intact, while pulling in libgd2-xpm:i386 as a dependency of ia32-libs-i386.
