The pkg-config file for python2.7 lists
-I/usr/include/x86_64-linux-gnu/python2.7m in --clfags. However
/usr/include/x86_64-linux-gnu/python2.7m doesn't exist. Judging from
python2.7-config that should be -I/usr/include/x86_64-linux-gnu/python2.7
instead.

$ pkg-config --cflags python-2.7
-I/usr/include/python2.7 -I/usr/include/x86_64-linux-gnu/python2.7m
$ ls /usr/include/x86_64-linux-gnu/python2.7m
ls: cannot access /usr/include/x86_64-linux-gnu/python2.7m: No such file or 
directory
$ python2.7-config --includes
-I/usr/include/python2.7 -I/usr/include/x86_64-linux-gnu/python2.7
$ ls /usr/include/x86_64-linux-gnu/python2.7
pyconfig.h
