The tilde is mentioned in https://help.launchpad.net/Packaging/PPA/Uploading and is in the default /etc/dput.cf on Ubuntu If it wasn't for the annoying timeout problem on Launchpad that has existed for years, I'd just wipe my ~/.dput.cf and uploads would work fine with dput-ng.
