dpkg-checkbuilddeps accepts the path to the "control" file that it should use. So "dpkg-checkbuilddeps -C somedir" is actually the same as "dpkg-checkbuilddeps somedir/debian/control" and there's no need to introduce a new option. Let me know if this matches your need.
