I don't think that it is worth the effort. The problem is that the
package which ships the build-system would need to check whether the
build-system is really complete, for each new upstream version. That
might not be particularly easy, as you would not want to ship the
complete upstream tarball in a binary package. Some problems might
still only be discovered once I try to package new upstream versions
of enigmail. And fixing those problems would need much more effort
since I would either need to wait for the next icedove upload or patch
it via enigmail - which is not really better than what we have now.

So for a small gain, you would put a big burden on the icedove
maintainers. And we expect that we will no longer need the
build-system tarball for icedove 19+ anyway.

I rechecked which package shipped the build system: According to [1]
it was xulrunner-dev. But I don't know whether it also existed in
Debian's xulrunner-dev.

BTW: One of the problems of the current enigmail package is that it is
not rebuildable, i.e. doing debuild twice does not work. Because I use
git-buildpackage with the --git-export-dir option, it is not a problem
for me, but I consider this improper packaging. The only thing that
keeps me from fixing this problem is that it concerns many files that
are modified "inline" during the build, so I would need to back these
files up or make a full copy of the source tree and build there. I'd
be happy if anyone fixes this. Maybe there is a more elegant solution
that I missed so far?
