I'm not sure I understand what you say.  If you take a look at the file
`/etc/emacs/site-start.d/50auctex.el', you should notice that
preview-latex *is* already loaded automatically: look for the form
`(load "preview-latex.el")' just below `(load "auctex.el")'.

What happens at your site if you open a (La)TeX file with Emacs and
type, say, `C-c C-p C-d'?
