While I think this is in general a sensible policy, I think a
superseding concern is that unstable should remain consistent if
possible.  Since goffice 0.10 is now in unstable and it's probably too
late to back it out now, it seems to me that new upstream versions of
reverse-dependencies need to be uploaded where necessary.
