I think it’s missing the double quotes around that.

Like this:

? Such construct is explicitly forbidden by RFC 2047, §5:

| + An 'encoded-word' MUST NOT appear within a 'quoted-string'.

I guess that some software might try to decode the B-encoded part first, and then try to extract addr-spec from it. But that is broken behavior, according to my understanding of RFC 822 and RFC 2047. Quoting §6.2 of the latter:
Well, be conservative in what you send, and all that.

I wouldn't call it conservative.

And Mailman isn’t exactly just “some software” either…
