Control: reopen -1

Aha!  See here in my build log:

So procps is possibly not declaring a Build-Depends on dejagnu...

The same happened when procps was built on the Debian buildds.

Only if dejagnu is already installed, the tests will run, and a
"dpkg-buildpackage -b" fails with:

By the way, I also noticed this which may be relevant:
