I am not able to reproduce this (using xfce session in squeeze). When xscreensaver settings have power management disabled, xset q reports "DPMS is disabled" (also before I open the settings):
DPMS (Energy Star): Standby: 7200 Suspend: 7200 Off: 14400 DPMS is Disabled The numbers correspond to the values in xscreensaver settings.
