IMHO it is not the debian's maintainer duty to do it. Of course Thomas Jason is better than me on answering such questions because he is far more close to the subject. BTW I do use the new one for xhtml 1.0 since http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=655200#15 and it works fine.
