The bug originates in gnatmake, see

In Ubuntu, --as-needed is the system default and your patch makes
sense for packages relying on a faulty gnatmake version. But I am
reluctant to silently strip a non-default flag in the upstream or
Debian parts only to circumvent a bug in the build system.
