A sidenote here, wheezy will still have the "sleep 5". You should be able to remove it completely, the online restart will usually succeed in less than 100ms. A fixed package that also waits for the online restart to succeed is available in experimental and on apt.postgresql.org (see https://wiki.postgresql.org/wiki/Apt).
