 Sure. Uploads migrate automatically if the following is true. There's
no freeze, the package doesn't have any new RC bugs, day delays passed
depending on the urgency of the upload (ten, five or two days).
Currently testing is frozen.

 I can ask Release Managers. Freeze is in effect for a while and some
days ago it became deep freeze. While this bugfix seems very important,
you are the only one who's affected. Especially when you see that the
testing version is available for stable as well.
