ifupdown configures v6 addresses on inet6 interfaces just fine,
except IPv6 uses "DAD" (duplicate address detection) as
a safe-guard. While DAD is running, the address is flagged
"tentative" on the interface, meaning that it cannot be bound to.

While there are hacks around this, and while arguably software
should be able to handle changing interfaces, this isn't yet the
case.

Hence I propose that ifupdown's init script should not return until
DAD is completed on all interfaces/addresses it managed.
