Package: svn-buildpackage

Tags: l10n

Localization should be a personal setting, however when using svn-inject
(and maybe other commands, I haven't checked) with for instance
LANG=fr_FR.utf8 then the commit messages are also in French, which
impacts every user of the SVN repo.
