little comment -- IMHO debhelper should not just silently skip a "requested"
python version (or its dbg flavor) "if it is not there" -- it should just
fail right there.  So I am not quite sure why this condition

+         if (-f "/usr/lib/$python_with_version/distutils/__init__.py") {

there at all -- all "checking" should be relayed into Python and propagated out
if there is a build failure.
